Balaclava Precinct Land Unlock: Resolving a 15-Year Strategic Stalemate
The Challenge: A key strategic mixed-use site, stalled for 15 years due to intractable public-private friction, threatened the entire precinct's regeneration. No workable transaction pathway had been implemented for the site.
Our Intervention: Unlocking Political and Commercial Viability Acting as the critical interface between the Council, community groups, and counterparty developers, we successfully resolved the deadlock and secured final council approval for the path forward. Our work was a simultaneous application of public mandate adherence and commercial negotiation.
