The Challenge: This project presented significant physical and political constraints. The site was highly compromised. It was an irregular, undersized plot with a live operational facility that restricted regular inspections. A volatile approvals landscape compounded this physical complexity. The neighbourhood is known for objecting to new developments, and rigorous authority layers threatened to cap the facility’s capacity below operational viability. These factors created a risk of a stalled asset caught between physical limitations, the project budget, and community resistance.

The Intervention: We treated this as a complex negotiation. We managed the risks of the active site through forensic planning and active communication. Crucially, we opened the planning pathway through direct diplomatic engagement. We negotiated face-to-face with neighbours to navigate objections without compromising the asset's function. By rigorously optimising the design against extreme boundary and budget constraints, we maximised the licensed capacity on a limited footprint.

Our Impact:

  • Stakeholder Consensus: We acted as the diplomatic bridge between operators, Council, and neighbours. This turned potential conflict into a unified project vision.

  • Community Safeguarding: We managed a sensitive community engagement process. This ensured design approval in a high-objection precinct through direct and effective negotiations with neighbours.

  • Governance Clarity: We established a bespoke Project Control Group (PCG) structure that shielded the project team from political volatility.

  • Feasibility Rescue: We rigorously value-managed the design phase to maintain the budget while increasing licensed places above previous estimates.

  • Site Optimisation: We navigated severe site constraints, such as live operations, heritage, and tight boundaries, to maximise yield on a compromised footprint.

  • Operational Integration: We embedded Early Learning operators into the design process early to eliminate costly retrofits during construction.
