The Challenge: The objective was to expand the centre's capacity. However, the project faced a critical operational bottleneck: a lack of ancillary amenity to support the increased licensed places. The project team had to navigate this functional upgrade within a fixed budget and a slow statutory environment. There was a risk of delivering a capacity increase that failed operationally. Alternatively, a new build threatened to exceed the budget while ignoring the environmental value of the existing structure.
The Intervention: We drove a strategy of adaptive reuse and capital discipline. We prioritised a deep retrofit of the existing asset rather than a carbon-intensive demolition. This approach reduced embodied carbon by retaining the primary structure. Targeted upgrades improved operational efficiency to meet modern environmental objectives. We embedded the necessary expanded Early Learning amenities into this retrofitted footprint within the budget. Simultaneously, we managed the statutory interface to clear planning permits 12 months ahead of schedule.
Our Impact:

Project Delivery: We managed the full lifecycle from Business Case to Construction Documentation. This ensured zero scope creep on a constrained site.
Commercial Procurement: We executed a competitive procurement strategy to select a high-performance consulting team, balancing value for money with technical expertise.
Stakeholder Alignment: We acted as the lead contact between Council, Centre operators, statutory authorities, and the consultant team.
