The Challenge: Simultaneous Delivery of Commercial & Community Value. The objective was to optimise high-profile foreshore assets to achieve three simultaneous outcomes: market-leading commercial rent, strict statutory compliance, and high-quality placemaking. The challenge was not to compromise on any single metric, but to design leasing mandates that satisfied the rigorous requirements of the Retail Leases Act and Crown Land (Reserves) Act while securing operators capable of driving both revenue and year-round activation.

Our Intervention: We designed and executed an audit-proof, competitive approach to market in line with Retail Leases Act, and Crown Land (Reserves) Act . By engineering the lease terms and evaluation criteria to recognise "curated offering" as a commercial asset, we created a fair, meritocratic field. This allowed the market to compete on their ability to deliver the "best overall value," resulting in winning bids that offered both financial returns, placemaking and year-round activation.
