Accelerated Open Space Strategy: 10-Year Acquisition Mandate Delivered in 3 Years
The Challenge: The City of Port Phillip required the rapid, compliant, and discreet acquisition of critical land to deliver a 10-year open space strategy in underserved areas. The primary risk was market signalling. If the market knew Council was buying, prices would inflate instantly. This would slow the deployment of community resources.
Our Intervention: We converted the Council’s long-term strategy into an immediate, targeted acquisition programme. We managed a continuous pipeline of due diligence, valuation, and negotiation. Consequently, our team delivered the 10-year mandate in less than three years, one-third of the anticipated time.
Our achievements:
Accelerated Delivery: We executed the strategic plan with speed, resulting in the compliant acquisition of 11 specific open space sites totalling two hectares.
Acquisition Rigour: We coordinated a multi-disciplinary specialist consultant team. This ensured simultaneous, high-quality due diligence and robust valuation compliance across multiple complex negotiations.
Strategic Land Banking: We secured critical properties in underserved areas to ensure the timely deployment of capital. This de-risked the Council's open space future.
Result: We completed the acquisition and settlement of 11 strategically identified sites.
