10-Year Strategic Roadmap for c.$2bn Public Portfolio 

The Challenge: Large public portfolios often lack a unified view of "Asset Health." This leads to misaligned capital spend and reactive management. The Council required a data-driven framework to prioritise investment, disposal, and redevelopment to inform a 10-year property roadmap.

Our Intervention: We converted complex datasets into strategic decision infrastructure. We developed a bespoke Portfolio Roadmap that integrated disparate data points into a single decision-making guide. This established portfolio management as a strategy-led function capable of directing policy delivery, moving beyond a simple maintenance-focused cost centre.

Our achievements:

  • Multi-Factor Health Audit: We established a comprehensive "Asset Health" dataset. This weighted physical condition against functional use, environmental risk, and shifting political priorities.

  • Asset Visualisation Platform: We created a Power BI platform to present the GIS-based dataset. This turned raw data into an accessible format for decision-makers with enhanced visibility.

  • Strategic Categorisation: We classified every asset into a clear action-oriented guide: buy, sell, hold, re-lease, or upgrade/develop. This provided clarity for the Council’s long-term financial plan and service delivery for the community.

  • Future-Proofing: We integrated climate change risk assessments directly into the property strategy. This ensures long-term capital resilience and policy alignment.
