Public property policy & governance advisory
Estate of the Art designs the policy and governance systems that guide public property decisions. We advise Councils and other public bodies on the rules, roles, workflows and information behind their property function. The scope can address a specific policy or the wider function, with support through implementation.
Situation, Complication, Question
Situation: Councils & other public bodies manage broad property responsibilities through policies, delegations, systems and teams developed over many years.
Complication: Where rules are fragmented or ownership is unclear, decisions slow, risks become harder to see and performance becomes difficult to measure. The effects can appear as backlogs, overholds, inconsistent rent settings, incomplete data and limited portfolio visibility.
Question: What property governance model will give council or the agency a consistent and publicly accountable basis for decisions across the property function?
Property policies and decision frameworks
Focus: Set the rules that govern how public property is allocated, occupied, priced, retained and released.
Property policy review and reform
Review or prepare the policies that govern leasing, licensing, occupancy, rent, subsidy, sustainability and Crown land. The scope may address one policy or a connected policy suite.
Occupancy and community tenancy frameworks
Design frameworks for community and other tenancies, with decision tools covering eligibility, tenure, rent, community benefit, responsibilities and transition.
Governance and decision frameworks
Set repeatable governance rules, policies and decision tools for recurring property decisions. These may cover delegations, tenure, acquisitions, divestment, community benefit and risk.
Property operating model and service performance
Focus: Examine how the property function is organised, resourced, governed and delivered.
Operating model reviews
Review responsibilities, team structure, capabilities, workflows and the appropriate balance between internal delivery and external support.
Service and efficiency reviews
Assess how the property service performs across service levels, approval pathways, backlogs, systems, customer experience and resourcing. The work can focus on one recurring constraint or the service as a whole.
Governance and control reviews
Review whether registers, delegations, decision records and processes give council or agency a reliable basis for compliance, oversight and scrutiny.
Service planning and property intelligence
Focus: Connect governance reform to service requirements, asset information and practical implementation.
Service planning and asset-use frameworks
Develop a repeatable method for testing service accommodation needs, opportunities to share or consolidate facilities and changes to the property footprint.
Property data and intelligence
Define the data, ownership, system connections and reporting needed for portfolio visibility. This may include property registers, geographic information system integration, dashboards and performance measures.
Roadmaps and implementation
Turn findings into an achievable programme with clear priorities and responsibilities. Support may include operating procedures, governance tools, team transition, officer guidance, implementation oversight and scheduled review.
